Even if Chris can't get online, he's not in jail anymore. I'm not familiar with how group homes work, but I'd assume he's able to leave during the day. Plenty of time for him to get together with some ween.

Not always. Group homes have different tiers. Some you only can go out with a support worker. Some you have more free reign. Some force you into a common room from 9 to 3pm, some allow you to come and go from your room as you please. Some will allow internet, some will allow cell phones. It really all depends on the tier he is put under when he arrives. The fact its a bond one he probably is going to be at a tier where he does not have much free reign,

Should also add they will have a tight reign on who he meets with as well depending on the tier. Ralph won't be able to just walk into that group home or loiter around it to meet Chris.
