I know some people that have worked for companies that do that sort of work in the UK, they tend to be pretty hard nosed types, that are able to get a grip of 'clients' very quickly. Bond can be altered based upon the court's discretion. My guess is what happened is after the most recent review and getting him placed somewhere like a halfway house, they agreed to bond.
