The Sami are indigenous to Europe, but either arrived at the same time as the Norse or possibly after them. They were primitive and forcibly assimilated so they get to be indigenous.Side note, but there was a thread in the happenings forum two weeks ago that showed how ridiculous the term "Indigenous" really is
The Basque predate everybody in Europe, but are not considered indigenous because they are basically just regular Europeans in modernity. This is despite them facing far more persecution. Same could be said of the Irish.
Indigenous is just how polite society says primitive.
