I think CIWS has already hit an evolutionary dead end. The future of Anti Ship missiles are going to be a hi-lo mixture of supersonic active seeking missile, cheap stealthy IR homing, and ballistic missiles. Gun bases systems are obsolete, and are really just there for moral purposes, Missiles are never going to be responsive enough.
I don't think the crew of the Moskova were incompetant and I don't think the ship was even in that bad a state (the report Lazerpig gushed over in his video originated within the ship itself and just shows they were actually capable of doing inspections), it's just trying to be on the lookout for small ASM's 24/7 isn't practicable.
tl;dr: CIWS is extremely viable, but requires good operators and intelligence. You cannot trick a bullet, etc. The issue is that CIWS is not great at dealing with multiple vector threats and CIWS switching on shuts down nearly all other wartime operations for that vessel. A more likely future is a screen of "CIWS drones"/specialized corvettes around your high-value ships.
CIWS just isn't getting the attention (and testing) that it needs because of a present lack of need - there hasn't been a ship-to-ship engagement since the Falklands.
The Moskova were very likely incompetent and unalert, and improperly screened. From what I heard, Ukraine rope-a-doped them by launching a older missle on a near-miss trajectory so the alert system operators were ignoring warnings about the trailing Neptunes thinking it was the system detecting the near miss. An asset like the Moskova should have been surrounded by screen of frigates, but it was at the forward of the formation and exposed because it had the best sensors and, IIRC there was storm coming or that had passed that smaller ships were riding out.
In Theory, these deficiencies wouldn't be present in US Navy - AEGIS would not be as easily fooled and has better tracking for multiple launches. (I said THEORY.)
Its also apples and oranges because of doctrine differences: the US Navy would have had a cruiser screened by multiple rings and with AWACS monitoring the airspace so the crews would be alerted there were multiple launches, would be looking for multiple missles and the rope-a-dope.
