Character development happens during the main course of the plot. Filler is not character development, and character development is not filler. Maybe I'm not one to talk, but how is it that RWBY stans always have such a low bar for media? Do they consume anything better than RWBY/She-ra/whatever the lesbo show of the year is?

Yeah, but Ruby’s “all about you” isn’t constantly getting shit on through life like Jaune is, to be fair.
Also, I saw people joking that Ruby is homophobic this episode for what she said to Blake and I find that hilarious.

Word is getting around.
Most of V9 has been the same standard of RWBY awfulness + its really a bad time for a "filler" season + the writers once again confusingly believe you can't have both character development and the main story at the same time + and unsurprisingly Bumblb is still insufferable and has become the face of this season.
However, Jaune being completely fucked up this volume is honestly genuinely good shit. Miles is actually voice acting and its actually pretty good. Ruby and Jaune finally snapping is pretty good catharsis (Plus bonus points for kicking Bumblb in the dick).
The problem is that they really haven't gone far enough with fully acknowledging how fucked they have made the world and it almost certainly will all be wrapped up in a big bow at the end of the volume or left for a cliffhanger to try and bait out enough interest for volume 10 (lol that sure as shit aint happening). They will basically pull a volume 8 when lie ren called them out on their BS and was slapped down for it with "they are right because the writer said they are right" kind of arguments.

It kinda feels like somebody read all the numerous edgy jaune fanfics and took notes. And I say that as a compliment, there's actually a lot of good jaune centered fics surprisingly.

While I really dislike Miles, I have to admit that he killed it in this scene. The man is definitely one of, if not the best non-professional voice actor in this show. Wish that he'd just stick to acting- the show would likely be better for it.

Goodness Miles, where has all that talent been this whole time? (Actually, I'll give him a pass because Jaune was supposed to have a nerdy-awkward voice in the Beacon arc)
I think something that annoyed me about that scene was Blek hiding behind Yang. Shy Blake is popular for like cutesy-fanfic type stuff, but this is the girl who had to kill her abusive boyfriend. Ruby is someone she respects and cares for. Yang is also Ruby's sister, so both of them would respect her opinions.
