One of the few consistent algorithm truths is that the more you post, the more likely you are to be put somewhere or seen. And twitter and tiktok know how to get recommendable content in the hands of their audience by looking at what they like. So large amounts of terminally online troons end up seeing someone who post a lot, and to their own niche in said person's interest (he's one of the few trans law people I'm assuming), plus his tweets use direct and simple language for all to understand even if it's wrong. Content that emotionally evokes people makes them want to engage more in the platform, thus more emotionally provocative stuff for troons makes good rounds.
It's fascinating how fast his thread moves compared to how boring he is. As Geranium said, it's legislation season so he might be more interesting later. I hope he goes for an Erin Reed 2024 announcement if he's successful enough.
