He's been banned a few different times for a variety of reasons. I believe once was related to a tweet saying he hoped that someone would get raped. There was another time related to posting personal information about someone. There have been a bunch of other times over the years as well where he's caught some kind of suspension. As to how he came back, according to Fatrick (which does make it a lot less reliable) he hired a lawyer and spent a few thousand dollars to get the issue resolved.

Clip is from some SFWA podcast recorded the day after his second twitter ban for threatening to rape people. If memory serves me correctly, the ban happened the day before Piggy's last book release (In the Black - which he was on the podcast to promote), and also right before the 2020 election. He was banned for about a year before getting his account back.
