The reason they look stumpy is because of the insane 3 or 4 inch lift inserts he's wearing, that's why the tongue of the shoe looks like it's almost out, and the eyelets form a wide "V" instead of running parallel.

It's also the reason why Ralph wears ankle hight sneakers, he needs that extra height to cover his heels on top of his lifts.

He is basically wearing heels that are covered over with fabric.

In the Gunt Ania, he is standing next to Dick on the ring, you can tell how Dick is wearing normal shoes and Ralph's are like 3 times thicker, it's hilarious.
