Cellular organization within an autonomous, decentralized, network-centric organization is a winning organizational model, with occasional hierarchies for rapid decision making and communication, is a winning combination.

Insurgencies of all types value ideological consistency above everything else since the political endstate, 'the ideology,' is what is being delivered through the mechanism of the insurgency. It's how an insurgency picks it's soldiers :-)
