This much is evident:In my opinion, Chris isn't back online yet because as a new resident of gateway he has no access to the internet and won't until he either earns it or the case is closed and he's not there as a suspect awaiting a criminal charge.
It's more a disciplinary act to make him do what they tell him too at the home and not because he is at risk of saying something incriminating in a tweet. Is the court really gonna pull his twitter feed in the middle of a hearing and have someone on the prosecution go "look see your honor? The defendant clearly admits to engaging in sexual activity it even has a signature. "
If chris's social media posts could be used as admissible evidence in court, than he would have been tried, convicted and found dead to rights guilty months ago.
Chris either has no access to the internet, limited access to the internet or enough access to the internet that he can come online but is not interacting with anyone who can/will make things public nor is he himself.
Over the years I've seen even the most well-meaning people reveal entire chat logs of Chris.
If this was going on we would have heard it by now unless that person was scared of retribution.
We're all in the Ghost Zone and there's no Ghostbusters in sight, haunted not by his release but by our lack of knowledge after said release.
