American Samoans are not aliens (8 U.S.C. 1101(a)(3)). They're US nationals at birth (8 U.S.C. 1408). They get US passports (22 U.S.C. 212, 22 C.F.R. 51.2, State.gov). They are not treated as aliens when entering the United States (22 C.F.R. 40.2(a)). They cannot receive green cards because only aliens can be legal permanent residents; the category is not applicable to US nationals (8 U.S.C. 1101).Pursuant to Title 8, U.S.C, American Samoans are resident Aliens of the USA living on the Federally Administrated territory of American Samoa. They can hold US visas for the purposes of international travel but are denied US Passports. They cannot move to the continental USA or establish residency on any US State without a green card.
