I've stated this before, but shota is just "slightly" more acceptable than loli is. It's popular in boys love which is mostly consumed by women and in hentai because of the whole, "boy gets fucked by his mom and her friends" trope. What antis will tell you is that male characters aren't sexualized in that way and aren't considered to be much of a priority most of the time. They're of course blatantly lying and have no problem following or liking shota content on twitter.
I think the lack of sexualization in Womens interest in Shota, is just a mechanism of Women and Mens differing brain wiring. What do Men like? Porn mags, visual representation. What do Women like? Romance novels, imaginative representation.
But I'm not sure how many famous Men would get away with talking about underaged girls in public. Unlike the Women.

Also when they say pedophilia in Japan id allegedly normalize, they can't be bothered to explain why it's not high or why Japan even allows kids to walk home by themselves. They feel more like excuses to justify Anti-Japan xenophobia.
This is a secondary thing I'd like to address. After researching modern Asian culture. Theres a cultural fascination with the youth concept and coming of age stories. As another poster theorized, it's probably because once you leave youth, you are now part of the high pressure Asian working environment, so that period of freedom is idealized in media. You can see this in popularity and marketing in Asia. I think this is actually a seperate issue, although theres some crossover.

In Japan Wreck-it-Ralph was renamed Sugar Rush, and all promotional materials put Vanellope front and center.
