The awkward laugh and pause, if you notice it, you might chalk up as him being extremely nervous and gathering his thoughts, but the sudden smile demonstrates that he's very pleased with what he's about to say, that he thinks it's gonna be really good, and that clues us in to how self-serving this speech is. It's a character break. The acting is really bad and self-conscious. I also really like the hand over his heart like he's clutching his pearls, but it seems like it's stuck there so he can modulate his whispery girl voice and sound like he's constantly about to cry.
