That's misleading. Italians theoretically have numbers, but they don't have any strategic autonomy (the Italian armed forces can't act or do shit autonomously without US overseeing, they're lacking a number of critical components in logistics/deployment capabilities).
France theoretically can manage a campaign all by itself without US supervision, even if limited by obvious constraints. It's rather unique in the European Union. Furthermore, the Italian forces are hamstrung by being devastatingly top-heavy (it's improving from the golden days of the Cold War however, when they were an "army of officers") but they mostly aren't supposed to do shit, they're supposed to be a cozy place to retire white trash to. And to consider that "military" in Italy means also the Carabinieri, a peculiar form of Military Police that overlaps with the normal police for historical reasons, and they are not exactly prime combat material.
France is still the only one with almost full-spectrum capabilities. People don't often appreciate how crippled are European militaries without US help (and that's by design). Fun fact about Italy: all the military help they give to Ukraine is completely secret because you can't exactly justify giving millions of free stuff to the Ukrops while your people starve, and traditionally the republican Italian governments don't like the little people knowing anything about foreign or military policy.
