I do think Ralph was very jealous of your international man of mystery life, but I also think he was dumb enough to think he could "escape" to Mexico in a panic last summer. Only after doing so did he realize that legal issues could sink his passport and he actually needed the ability to go back and forth to the USA after finding out about Mexican residency and other matters. He is the ultimate half-assed thinker and thought squatting in Mexico could be a full proof plan, but found out otherwise. The description of his move to Mexico sounds like the ultimate shit show, with May and Rozy having to wait for expiediated passports because this shit was so half-assed and panicked. Sanctions are a technical enough issue they're worth bringing on an expert just to do them sometimes, especially if you don't care if you actually get the money, but just want to make sure the other side pays. They'll sometimes take it on contingency and you can basically just give them the whole award if they can collect it. There was no concrete legal benefit that Ralph accrued from moving to Mexico other than making it much more difficult to be served, which he negated anyway by going for visitation and holding in-person events within the United States.
