Nope, everyone knows that Phil is a coward and a literal retard. Nobody really cares about him let alone takes him seriously. Occasionally Andy Ngo throws Phil out into the spot light for some red meat but that is about it. This is the only place that follows him.

It's a private company contracted by the city to do bio cleanups like homeless camps. Phil is acting like a badass for mumbling something to a couple of Mexican dudes cleaning up needles and human feces.
So Phil is on the side of a murderous psychopath who sent innumerable people to gulags and certain death. I cannot understand how anybody advocating communism would quote Stalin. Even a cursory reading of his career would warn off all but the incredibly tone-deaf.
