If they're passing some kind of government effort for this, expect it to be government mandated and possibly targeted group therapy/counseling/whatever meetups aimed at trying to recreate the same atmosphere a church, hobby group, etc would.

Largely, what the government fears the absolute most are stand alone complexes. A situation in which say, something happens to I-95 in Philadelphia and it gets out that it was terrorism, which inspires people who have little to no social connections irl or online and no connections to the people or groups who did the original act to commit such actions of their own initiative. Because such things, even if at one time they might've been trackable, are outside of the capacity for any government LEA to prevent should such an event occur.
