To be fair, I'm not sure what word I would use for the kind of person you're describing, but that's probably why we've come up with specific terms for the hardcore enthusiasts of an activity vs the casual hobbyists (petrolheads for cars, gymbro for lifting, otaku for anime nerds, sex offenders for My Little Pony etc).
I would say so, yes. I'd also say watching TV can be a hobby if you actively follow specific series and seek out new ones, but not if you passively sit in front of it every night, watching anything to kill time. Likewise, I'd say the people who only buy CoD or Madden once a year couldn't be described as video game hobbyists, but they could say CoD is their hobby if they're on Warzone every night of the week.But, if we do that is someone who watches a movie every night a hobbyist?
