@JohnCrichtonsLeatherPants already pointed it out, but I don't think it can be stressed enough. Chance is violent and has a history of showing violence against those weaker than him, even if they are handicapped. Putting Chance in a home is putting innocent tards in immediate physical danger.
While Chance is dumber than a bag of hammers, most of the time he is just barely smart enough to realize when he's outgunned or outsmarted and won't charge head first into a woodchipper. For the most part he's all bark and no bite, I'd call him a paper tiger but paper tigers at least LOOK imposing, he doesn't have any of that going on.
Notice that when he's fully encased in the safe space of the goblin nest, he thinks and acts like he's Conor McGregor. He'll say whatever comes to his mind, no matter how fucked up, stupid, nonsensical, or just blatantly bullshit it may be. Screaming racial slurs, breaking an object, vowing to beat someone up or even kill them, yadda yadda.
But once he crosses the threshold of his bedroom doorway, he stops acting like Conor and his real personality starts to surface, and the further away he gets the more we see of the real Chance. And that's a very very small and insecure flaccid little micro penis, not the 13 inch sledgehammer he wishes he was.
Watch his body language when he's at his front door or even actually outside. He'll stand around with his hands in his pockets and he'll rarely look someone in the eye, normally he'll be looking down at the ground. Why is that? Because he'd have to crane his neck to look at someone in the face, which reminds him just how small and weak he is in the real world.
In that recent video where he tried talking smack to the cop for not doing enough to protect him, note where he was standing in relation to the cop. Chance was standing on his back porch while the cop was on ground level. That meant the cop had to look up to see him, which gave Chance enough of a sense of power to try nutting up to him. He's never tried that shit when they're on the same level.
He'll attack Sally because in the house he's close to his comfort zone and while she could make what's left of his teeth rattle if she wanted to, she'll never raise a hand to her precious baby boy.
And he only went after Marty because he psyched himself into it after hiding behind Sally twice. In his mind this was a movie and he was the hero about to serve some just deserts to the big bad and leave him bleeding in the moonlight. And he got sent packing with a forever fucked up nose and two black eyes in short order.
This is why he went after protest guy with a fucking baseball bat. While this guy wasn't as large as Marty, Chance needed to stack the odds as much in his favor as he possibly could, so he brought a weapon with him. And it was even more embarrassing because he actually did land a few hits, unlike with Marty, but he might as well have been hitting him with a pillow for all the damage he caused. Plus he got his bat ripped away from him by the guy he was attacking, if Chance was a Klingon he would have brought much dishonor to his family for that.
This is my very long winded way of saying that Chance is a giant pussy 99.99% of the time. And in any sort of structured living facility, I don't think violence would be what the staff would have to worry about. It would be him trying to either coax or force someone, like someone who's non verbal, into a broom closet so he can rape them. That's the kind of thing I think the staff would need to be on alert for and much less him flipping out and getting violent.
