Like I said, this is incredibly out of character for HE. They're notorious for this type of attitude and a drive to peer with anyone and everyone. They also aren't really known for being quick about terminating people for abuse. The fact that they are involved in this way is so strange that it has me suspecting something much more sinister than Dong-Gone is going on behind the scenes here. If they received some sort of glowie contact (above board or not) they would probably terminate you abruptly and refuse to say why.

In 2020 I hosted an imageboard. It had a very dead "/pol/" board that garnered 40 posts over the course of a year and had approximately 0 active users. It was a very tiny, completely irrelevant website with almost no traffic. Nothing on that board was worse than 4chan pol, there was no "fedposting", and I hadn't received any reports or emails about anything. I used Hurricane Electric DNS service (dns.he.net) for the nameservers of the domain fatchan.org.
After a single complaint claiming I was the new 8chan, my account was deleted with no notification. I inquired over email why my account stopped working. Here was their response, and a copy of the complaint that they so graciously forwarded to me (with the name of the complaintant removed of course):
Hurricane Electric is not some upstanding company that gives a shit about free speech or even notifying or giving users any chance to rectify issues. They have a few very liberal people working in very powerful places that are allowed to make decisions like this with nobody to stop them. One of KF's former hosts who Josh has praised (BuyVM/frantech) CEO Francisco has said the same thing publicly in their discord channel.
My theory is that there is somebody who doesn't like KF working for HE, or has a friend working at HE who is taking these actions. The same goes for any other ISP.
Incognet seems great on paper but like any host if their upstreams are the ones really in control, none of that matters. I'm hopeful Incognet and Josh/KF can make something out of this Washington law. It would make Washington the home of "free speech" hosting and be a huge boon for the freedom of the internet in general.
