Even if nothing comes of it, it is one hell of a warning shot. Washington State is hardly the only jurisdiction with similar laws.

Oregon took an interesting approach, but I have not read the law. As I understand if you want to do business with government agencies in Oregon then you must commit to net neutrality. So you can block all you want, but you can't get those sweet taxpayer dollars. They believed(maybe correctly) that it would be easier for that to hold up in court if challenged.

I guess I should read the actual law.

It's a nasty combination of cowardice, legal immunity for troons...and the slapdash, mountain o' tech-debt nature that the modern Internet was built upon. Nobody could either think big enough to imagine "what if your first amendment right was basically dependent on Internet access" or what would happen if reliance on a handful of corporations put the Internet in the situation that Ma Bell had recently put the telephone system in.

It was the same thing with security; so many protocols and remote-access methods were standardized and approved for planet-wide use with inadequate security measures or none at all. Then only after bad actors took advantage of them did they have 'wrappers' as aftermarket solutions or need entirely new versions to be designed with pants-on-fire speed.
