He was expelled from, or left the school he went to with Billy. "For his own safety." is his story. He changed high schools after that, and continued, until he jumped off that ledge, and the school put their foot down and aged him out.

No. Absolutely not, he would be a huge drain on the system because of no child left behind. Not to go on my education rant, but NCLB incentivizes high state testing scores, to a disgusting degree. The funding for the high school is tied directly to that score, and that's why you often hear complaints of kids being, "taught the test" these days.
Raxx was a black hole of money for those schools when he attended. He cost the school money, especially if he wasn't in any special needs programs.
However, as Americans we're guaranteed access to a public school if the state has established a public school system, under the equal protections clause of the 14th amendment*.
From everything I know and understand about the goblin, he might have just never moved forward with his schooling. It's not illegal to be in high school after 18, it's just socially unacceptable, and Chance doesn't know that, because he sees himself as their peer. He might have also been granted leniency if he was in a special needs program, like the school he attended in Florida.
