A district court that was established in 1936, when India was still under British rule. Without the white people to make sure the courts actually play fair most of the time, they are useless. Otherwise all that happens is they regress to their own cultural standards.
After seeing how religious courts try to govern over real law, and the corruption of Indian court, I'm inclined to agree, though I think given a chance that if the women were given a fair shot at governing without having to become pickme types for senior approval, that they might do well, just on the basis of even really poor Indian women with limited to no education still having humanity for others and the displayed ability to dispense justice and provide services that improve their communities. I think given the chance and a fair setup the Indian courts would improve but without that, the West is required as an impartial overseer. Some are inclined to consider me a race traitor for this perspective but I'm just calling it how I have seen/lived it. My family was much better off having served for the British volunteer army but that's a PL for another time
I think for the Indians, that might actually work. The Indian men are just all extreme coomers who can't be trusted to do anything without trying to exploit their position. The women at least would not sweep sexual crimes under the rug. For Indian men, a matriarchal society actually makes sense. For all the memes and jokes about "Islam is right about women", fucking Indian guys and pakis are absolute deviant beasts. The burka was invented because they can't help chimp out. They should be absolutely oppressed by women.
