Rick, have you asked the homeless if they want to be housed and find jobs and reenter society? The fact that every single attempt at doing what you're saying has failed, often with the homeless simply not even participating (and the state having to round them up and force them to), would suggest that they aren't interested in what you're paternalistically offering to have other people be forced to supply. The history of large public housing blocks might also be relevant here.

It's often been wondered whether there is any equity in the Hovel, or if it has a second mortgage out on it, or whatnot. I was curious, so I decided to check with the Milwaukee County Register of Deeds.
Niki and Pat bought the hovel in November 2018 for $275,000. The guy that sold it was called David Casper Jach, a landlord with a handful of properties in the neighborhood. That same year, he sold off 5 other duplexes or apartment buildings, apparently getting ready to retire.
Now, these are just very standard mortgage documents, and they don't give any particulars about the interest rate, repayment terms, cost of insurance, etc. I didn't even bother including most of the pages because it is all unmodified boilerplate stuff that you can just google (Freddie Mac form 3050). But we can infer a few things by reading between the lines.
The original mortgage was from UW Credit Union for $269,600. The measly $5.4k down payment and the "purchase money" language suggest that this was an FHA loan. Lol poor.
Also, you'll note that there is no multifamily rider executed on this first mortgage. So they were not yet technically allowed by the bank to rent out the spare half.
It looks like they were able to leverage some of their freedulent PPP money to refinance with a different lender in November 2021, with the loan amount now $264,000. The 1-4 family rider is present on this one, which I didn't image, but again it's just standard language saying that any tenant rent you collect has to be turned over to the bank to offset your mortgage.
(How in the world did they only pay down their original principal by $6k in three years? It should have been 2x that amount lol. Nice $6,000 closing costs, stupid.)
The national average for 30 year fixed in Nov 2021 was 3.1%:
2018-2022 property tax records have their annual tax bill averaging roughly $6,700 (oof).
So, I threw these numbers into an amortization calculator.
I was extremely generous and assumed that the bank granted Big Niki the nominal interest rate of the time.
This puts the amount of principal paid to date around $27,830.
Checking today on Redfin puts the estimated value at a whopping $365k. But when I look around at some comps, and consider the shitty condition of the hovel, I have to think it's more in the $300-340k range. (Redfin thinks that there's still a garage where the hole in the alley now is, for instance.) The city's assigned fair-market value is $283k, which means little, but it is a point of negotiation for a potential buyer.
So let's say $310k is the saleable price. Subtract $264k and add back in the $27,830. In theory, the Tombinsons have about $74k worth of equity. There is currently no evidence on record of additional mortgages or claims on the property.
But the real question is, what bank is going to let them tap into it, and for what cost? Neither of these layabouts have jobs, and banks want to see steady employment history when it comes to this stuff. Though it would be funny if Pat managed to professionally-write his way into a cash-out refinance at 8+% instead of the 4% they're probably paying now.
