Even if they did use expanding bullets it's only against international law to use in war. Typically when one conventional army fights another conventional army. As long as you label your use of them as a "police action" and that the targets were "protestors" then it's not breaking any rules. Police forces all over the world use hollow points and other expanding bullets. Is it cruel to shoot protestors with expanding bullets? Yes. Is it a war crime? No. A lot of things that most people would consider war are labeled as police action or civil unrest for the purpose of using weapons banned in armed conflict
