Nothing happened on the surface but France started compiling kill lists and made sure that their commandos visited a large number of “French” training in Africa and Syria/Iraq never made it to back Europe alive. The world and media happily looked the other way.

Hamas aren't covered by the Geneva Convention, they're not uniformed combatants, they're plain clothes insurgents. Technically I think the IDF could just execute them on sight they don't even have to take them prisoner.
