The use of the past tense whilst referring to a person you presume to be alive would be incorrect and sound just as damning in French as it does in English. If anything, we have a retarded number of conjugations including a dedicated subjunctive verb form with a past and present tense as well as a fancy version of our ''general'' past tense that you would only use in a literary or very formal context, so there is no insufficiency of verb forms and tenses that explain his statement. There is basically no way I can look at what he says and make it make sense- yes, you can say ''My mother was a secretary'' once she's retired in the same way that you can say ''Mama JF left me with everything that matters'' because the action has already been accomplished, but it doesn't explain his consistently referring to her in the past tense where it's inappropriate if you presume she's alive. It's just as fishy in French, both Quebecois and Metropolitan.

In Canada, any place without its own police service is generally served by the RCMP, and I do believe that that's the case for all of PEI- could be wrong, though, just going from my recollection of reading their jurisprudence a very long time ago. I don't have a very positive opinion of the RCMP's investigative skills and interest in solving cases, but that opinion is informed especially by their work in BC and anywhere with high disappearance rates of Native women and girls so I guess it isn't relevant here, I just can't help but draw the parallel since JF is painting her as a transient and that's often the excuse given by the RCMP for their lack of results when it comes to Missing and murdered Indigenous women and girls in Canada. I wouldn't read too much into their presence because I think it's just automatically their jurisdiction.
