They could be doing it as a show of strength to Palestinians in the West Bank. Fatah's always had to walk this tightrope where if they appear too passive towards Israel their own people will overthrow and lynch them, but if they go too hard, then the IDF will drop a drone strike directly on top of them.

This to me just looks like them popping their head out of the bunker to remind everyone they still exist without going so far as to provoke a very bloodthirsty IDF that's within spitting distance of them.
