Depending on the state and what that state law dictates it can either be a felony even if both parties claim consent or it can considered iffy but it's within the law provided there aren't any subsequent articles to the consent laws that render it illegal. (Ex in NJ a 16 year old cannot consent with anyone over 18 if the adult is an authority figure like a teacher or counselor and of course theres states that still have anti sodomy laws. Many red states claim they need to keep them to avoid sexual explotation of minors)

Depends. Conservative states are generally more restrictive when it comes to sex crimes, but not always. WV for example, is a conservative southern state (just under the Mason-Dixon Line), but bestiality is legal. As far as incest is concerned, it’s legal only in NJ and RI, both more liberal leaning, but this reflects little on politics because most states have steep penalties for incest…at least depending on the age, relationship, and intent of the parties involved.
