I don't know what "the entire code base is being refactored" means and I don't know if anything is getting ground-up rewrites but I mostly agree with what he's saying.
To TL DR it basically he's just saying that Microsoft's focus on making updates come fast rather than shipping them when they're ready is making people hate windows because the updates are constantly breaking things because they fired 90+% of their QA staff, and a lot of the replacements for legacy software that they're shipping have less features than the software they're replacing
I could sperg out about this all day but yeah, Windows has gone to shit and people only use it because they have literally no other choice in the vast majority of situations

Shane, you mean Android. Samsung just runs mildly tweaked Android. So who you'll want to talk to is Google, specifically in the Google Play division, not Samsung customer service about whatever the fuck that has nothing to do with any of this.
This is meaningless. The history of Windows is Microsoft "refactoring" the "entire codebase" and they made many of the most important strides well before 10 as Shane should remember from his days in the trenches at the company since some key ones happened back then on the road to Vista.
It's doubly meaningless because this is tautologically true at all times. Unless Microsoft scrapped everything and started over from scratch the codebase of Windows will always contain legacy components and "ground-up rewrites" as there's literally no other condition that any feature can be in.

Seeing as Shane has clearly not seen the light and is back to his old shenanigans with no lessons learned, we now have to wonder - what brought about his hiatus in the first place?
Did he overeat (moreso than usual) and fall into a months-long food coma?
Did a french fry fall into one of his folds and he's been digging it out since June?

We've seen the Ralph v Riley fight and you could just swap the heads and get similar results here but if there was a redub for the cape shit with Rick childing the Avengers I'd be there with bells on, front and center. Never seen those movies but I do believe Thanos does the snap because he thinks the galaxy is consuming too much and having him as Rick wiping out half the beings in existence just because he wants to consume more is peak comedy.
