Thats the divisional headquarters for the IDF Gaza Division, it's the military base that Hamas absolutely felted that day, as well as a key bridge.
Speaking of flooding, because I've seen people asking about Israel using gas to deal with Hamas's tunnel network: it's far more likely they'd pump seawater into the tunnels to flood them, like Egypt did in 2015.
