I dug around for awhile for a max torque of the 12N360/A-85-3 engine. I found multiple documents that list the torque bulge(a spec I've never seen outside of tractor brochures) at 25%. The only place I found a max torque spec was de.wikipedia at 3840 Nm. There is no inline citation for torque and I couldn't find a torque spec in any of the auto-translated russian language sources. Even if the Piggy found a spec somewhere in kg⋅m, 391 is over double 169.

The statement on it's face is retarded, but even his justification for the mistake is layers of retardation. It's impressive. Right up there with saying a 12 cylinder engine is a direct copy of a 16 cylinder engine from the 40s.
