It really isn't that strange. That is kind of how they ran the show when they were together. Opie seemed to do all the stuff behind the scenes. When it came to contracts and other stuff it seemed that Opie was far more involved because he knew more of the business side of radio. Even that infamous grape fight could be tied into this: Opie was frustrated because he knew how damaging losing free FM was to them, while Anthony didn't care because he had no idea what losing it meant. This might sound strange but I think if given a choice Anthony would prefer if Opie was the boss than running the company himself.
Anthony's problem is that he lacks any potential leader or management capabilities. He just doesn't have that in him. Aside from being a funny personality (which he know longer is), Anthony brought nothing to his side of the radio. He didn't bother to educate himself at any point during his radio tenure, he just expected to make money for being there.
Beige pointed out in his doc how despite being in the radio industry over twenty years, Anthony was using the wrong type of microphone for his setup at Compound Media. This led to any noise on the desk being picked up. Just think about that: a guy who was in radio for multiple didn't even take the time to properly educate himself on what microphones he should use and which ones he shouldn't based upon his setup. That really speaks to Anthony's drive and commitment at the end of the day.
