It really ranges from real bottom-feeding pennies on the dollar stuff to trying to shake down deadbeat millionaires and corporations who actually have property you can threaten to take (or just leave a lien on while post-judgment interest piles up). So this could really range from dipshits who defaulted on payday loans to, well, Donald Trump (we would probably have heard of him on the news if he did that kind of stuff of course).
