comcast is the only cable provider available in his area. he can't get verizon or att fiber. only other options are basically DSL speeds.

I was wondering if that was the case. But I also wonder if that's a decision that might get taken out of his hands at some point.
Is it possible that at some point Comcast might decide that this account is more trouble than it's worth, and they'll just terminate whatever contract he has and tell him to fuck off?
Phil's internet service is one of the few things he likes to flex any time he gets the opportunity. You can hear him swell with pride every time he says "I have business class internet, the fastest speed available!" Would be pretty cool for him to get kicked off of Comcast for that reason alone.
Plus, this motherfucker literally moved to the Seattle area mainly because it's (according to him) like the tech capital of the country and it has the best internets around or whatever the fuck. If he gets banned from Comcast, that will absolutely destroy him.
Probably very of me, but that's the best outcome I can think of outside of him winding up in a straight jacket in a mental institution because his paranoia drove him off the deep end.
