The fall of the USSR was considered a vindication that “western values” is what caused the United States to win. So that was a mandate to start doubling down on all the things the powers that be wanted to do. By considering things like neoliberalism and rainbow bullshit as western values, even if only a small percentage of the west actually agreed, they felt they had a divine right to do it because who was going to push back. We also started fighting “islamofascism” and fucking with countries that opposed Israel. Thats what we squandered our victory over.
The fact that we never thought this could be turned inward shows how high trust of a society we still were in the 90s. It’s easy to call them retards back then but the concept of a government declaring that half of the country should die of a fentanyl overdose because they want to vote for the wrong guy was still something only written about in dystopian novels.

Keep in mind McCarthy saw what happened with Clarence Thomas being accused of rape by Anita Hill, he saw what happened with Brett Kavanaugh being accused of rape by Christine Blassey Ford, and he's seeing what happened with Donald Trump being accused of rape by E. Jean "Rape is sexy" Carroll. He is a God-damned fool if he thinks the Democrats aren't going to use the precedence set by Santos to #MeToo the Republican party out of power.
McCarthy's reward for caving to the Democrats on the budget was not receiving a single vote from them to keep his position as House Speaker. The only silver lining in this situation is seeing him cry when they stick the knife back in.

There was already a lot of cracks showing in the 90's though. Newt Grinch managed to stall some issues and when GWB got in 9/11 gave the country a shot of Adrenalin and put the issues in the back-burner for a little while.
Ruby Ridge and then Waco were massive issues. The L.A. riots over the original dindu nuffin undid years of race relations progress and the OKC Bombing was widely questioned outside of the mainstream with both right and left having their own takes but both agreeing it was bs that McVeigh was the mastermind. The media has gaslit the public a lot into forgetting but the 90's saw some real issues piling up.
There was this one dude, a Russian historian, who got a lot of attention for predicting the USA had a 50% chance of collapsing by 2010 back in the late 1990's. He used both open data and FSB/old KGB analysis that wasn't even public to make his case and it was pretty compelling. Then 9/11 happened and fucked the equation, but I think he was right.
The United States is unique in that it is a empire by reluctance. The population never supported the imperial project and had to be dragged into it with lies and half-truths, and even today most americans who do support this imperial project don't actually seem to understand what they are backing. Empire building is not compatible with the original vision of the USA as a liberal republic.

If OWS had been left along and allowed to get traction, if instead of wide eyed liberal bleeding hearts the protesters joining it had been more objective and realist, instead of college educated white collar they had more blue collar people, it might have caused actual trouble.

We don't even really have an empire though. A few scattered islands in the Caribbean and the Pacific does not an empire make. Everywhere else we are is because of mutual agreements with the locals. It would be like if Rome never annexed Gaul or Syria and instead just had their legionaries sit around in castra in case the Germans or Persians decided to attack their trading partners. We get the expenses of empire but not the benefits.
Personally I'm skeptical of the man as all hell, mostly because the KGB wouldn't know their elbow from their asshole when it comes to US culture and politics. Americans are a completely alien people to pretty much the entire world, never mind Russians who probably view "the Enlightenment" as what happens when a secret policeman opens your skull up to broad daylight. And then you can add in the Marxian-Leninist thought inherent to the KGB and its analyses and you get what is IMO some heavily optimistic (from the Russian perspective, of course) assumptions about the state of the USA. The USSR spent the entire Cold War Chicken Little-ing about how the corrupt and decadent USA was going to collapse any minute now, after all.
