This is just another round of the meetings that happened at Copenhaugen, Jedda and Malta this year. These are talks between Ukraine and its backers where they discuss how to implement Ukraine's ten-point plan for how the war should end.
One of the main points made in every past meeting is that no negotiations with Russia can happen until Russia accepts Ukraine's ten points and that there can be no ceasefire without the acceptance of Ukraine's ten points.
This is a publicity stunt for media coverage related to Zelensky's fundraising in the EU and Washington. Its being announced right before he arrives in Washington and while negotiations over Ukraine Aid continue in Washington. Its strictly so Ukraine's supporters in the media and in politics can claim that Ukraine wants peace.
As a reminder, Ukraine's plan:
1) Russia must immediately hand over control of the nuclear power plant in Ukraine to Ukraine.
2) Russia must allow unlimited grain exports from Ukraine immediately.
3) Russia must agree to international control over its oil industry and for the international community to set Russian prices for energy on the international market forever.
4) Russia must return the 20,000 ukrainian children being tortured in Russia and all of the Ukrainian seperatists must be handed over to Ukraine. None of the population of Crimea can flee to Russia.
5) Russia must recognize unconditionally Ukraine's 1991 borders.
6) Russia must withdraw unconditionally from all territory within Ukraine's 1991 borders.
7) Russia must submit to an international tribunal which will punish Russian War Criminals and agree to pay compensation to Ukraine for all costs and damages incurred by Ukraine during the conflict.
8)Russia must pay compensation to Ukraine for environmental damage including dead animals and climate damage which can only perhaps be properly understood in the following decades.
9) Ukraine must be allowed to join the EU and NATO.
10) As part of any ceasefire, Russia must sign an immediate agreement accepting every single one of these terms unconditionally.
