There needs to be an alternate dns server, like some alt tech thing for bullshit like this.

Anyone can run a DNS server. It's easy mode. In the early days of the interwebs, some furfag made one just so he could create the .fur TLD.
And likewise, anyone running a DNS server can simply override the "authoritative" DNS servers and re-route kiwifarms.net to the correct IP owned by Josh.

But if no one uses it, no one sees those domains. (Spoiler: no one used the furfag DNS, so it died)

Both Tor and I2P do that, each in a different way. Your domain is linked to your cryptographic key, and you have full custody and control over it (unless you're retarded and somehow manage to give it to someone else)
