To perhaps share a bit of insight that might not be immediately apparent to blue-collar folks or (more likely) to the terminally unemployed that spend their days deluding themselves into various paranoias here while promising their aging parents that they'll apply to jobs tomorrow:

Most companies have very few people on-hand at this time of year, for obvious reasons. This obviously means a natural slowdown in business activity. But some companies, especially tech companies, go one step further and institute effective pauses on new projects being developed: it's a lot like formally putting everyone onto a skeleton crew. Maintain what's working at the moment, maybe collect some thoughts on potential improvements or ideas for the new year, and coast. Generally, there's no big projects launching, no massive changes to policy, nothing to rock the boat before most of the company goes on holiday.

That Twitch made such a massive change in the middle of the week on what is probably the last week before a majority of the staff is out on holiday... suggests a comical level of boobery and unprofessionalism that I have to imagine investors, and Daddy Bezos, will be taking notice of. This change, if it actually stuck, would require such an absurd level of training content moderators, would involve so many dubious edge-cases that would require decisive guidelines, and would doubtless involve a lot of cooperation with law enforcement about the ungodly deluge of probably-very-illegal content that would trickle onto the site... and that's all before considering how the sales department would try to spin this to hook advertisers. And then you have to wonder about their content-detection systems needing to be retooled, as what might previously be something to flag a channel now has to be retooled...

It's highly unlikely that this was talked over in any meetings, with any departments. Every single one of them would have brought up something that any sane person would look at and immediately veto it. Even if they were supportive for some retarded reason, they would have pushed for a limited launch... in the new year. When there would be staff to deal with the inevitable complications.

This was probably pushed by one or two coomers, likely under the noses of corporate wranglers that took earlier vacations. If you have ever worked with tech people, especially tech engineers, you will realize that it's very likely true that these people genuinely saw none of these obvious consequences even remotely being possible. I think they're being genuine in saying "I wish I saw this coming," both in the suggestion that this was one retard's idea, and in the suggestion that said retard genuinely couldn't imagine how this could become a hilarious and historic blunder. It's really not a great start to what is Q1 FY 2024.
