Disseminating it, at least on purpose, would probably violate at least some states' anti-doxing laws as "personally identifying information," at least arguably. And if you're a PACER filer, you have to agree to a clickthrough that if it has to be filed in court, the publicly available document will be redacted. If you're a lawyer, you can get in trouble for not doing that.
Howwever, this isn't uniform across states, and that idiot Caden Peck (Praetor) recently got his SSN doxed by a Missouri court website. It's possible he dumbly filed it unredacted himself, it was some bond-related document.
Personally, I'd usually redact such information and (obviously) not use it in an overtly criminal way even in the event that redacting it would be an act of futility (i.e. it is already on doxbin or something).

If you wonder why a tiny minority has so much power or seeks the power, it’s usually because they are placed their by a regime that knows they will stay loyal to it or lose everything because the opposition parties despise them.

ViLE was the Doxbin group responsible for doxing Elliot, Keffals, and DIYHRT. The group takes direct credit for leaking Elliot's SSN. Members of ViLE used fake Emergency Data Requests to impersonate government officials. They also used stolen passwords of law enforcement officers to subpoena companies for sharing private info. The information was then used for extortion. This is only known because two members were arrested and charged by federal law enforcement.
Notice how Kiwi Farms is being blamed for actions directly tied to Doxbin? This is a calculated decision. Elliot isn't worried about ViLE because their information was obtained illegally. There is recourse for extortion; the feds came in and shut them down. Kiwi Farms is legal, which is why they have to poison the well. I'd imagine what we're seeing now is the "non law enforcement" method in action. They accuse the site of criminality while utilizing DDoS attacks.
