You dont "keep them in working condition" so much as they have a 5 to 8 year shelf life and then all they are good for is a dirty bomb. They have to be cycled constantly via replacement. I am not sure why 300meters+ body armour was a thing. Maybe for commandos and snipers, ok.
But regular Joe would be under return fire and its easier to just suppress infantry and mortar them then to have your soldiers bullseye them at 900 feet. We could say some arab goat farmer can't suppress you, but he is wearing top notch armor?
Plus these modern armors usually don't have full face helmets. Which is a part you need to poke out of cover to snipe at enemies I assume.
