Pretty low in my opinion. Aside from the fact that I doubt Bossman has enough uncooked braincells to concoct any plans, aren't referrals pretty much only useful if they're gambling and losing money (since that's where he gets his cut from?). Having a bunch of people sign up with his code and then do nothing, is probably no better, any maybe even slightly worse, than no-one using the code at all.
