I've admittedly never been to a resort, but I think of it having entertainment, swimming, bars, restaurants, maybe a little shopping/spa.

What kind of talent will he attract to a sex resort? Who is desperate enough to work somewhere that the main objective is sex with a stranger? If Vegas is where you end a career at then his resort is going to be where you end a career before it ever begins.

Where's the hook to stay for multiple days? I can't imagine a guy wanting to stick around after he reaches post-nut clarity. A singles resort where both sexes are guests at would be a good hook, but what woman is going to go to a brothel resort?

Any woman on the premises would be assumed to be a hooker. That means getting female staff members for housekeeping and waitresses is going to be difficult. Every woman in the service industry has at least one story of disgusting male customers being sexually aggressive. The men who are attracted to brothels are exactly that sort of man. Women who worked there would find themselves raped, or at least assaulted, at a higher rate than at other resorts.

What retailers are going to go into a resort where the main attraction is for men, who are notorious for not really shopping. What chef will have his name associated with this place?

Lastly, the hookers. Where does he expect to find enough women willing to do the dirty work? Most women who want to do sex work don't want to actually have sex with men like Russ. They want to do only fans or cam work where it's safe and on their terms.

Now if he wanted to set up a tranny brothel, he'd have a lot more luck finding the type of degenerate who's happy to do the sex work. He'd have a better set of clientele, GAMP men who want to secretly fuck trannies. The other problems would still be there, but as a niche franchise it would be more likely to be successful enough to scrape by.

He might be on the verge of a meltdown. Even though he "won" the Kiwifarms appeal, the judges didn't rule that he's a rock god and Taylor must suck him his penis. Now, he has no lawyers, he's under some pressure to file something in the case that he failed to file before, and he probably has no idea how to do it. Hopefully, he might be about to create some chaos to distract himself from the self-inflicted crisis he's facing.

3-6-6: LICENSE APPLICATION:

A. Contents: Any person desiring to own or operate a house of prostitution within the city shall apply to the council for a license to operate such house of prostitution. Such license application shall contain the following information:

1. Names, ages, and addresses of all persons who have or will have any financial interest in the operation, including the owner of the real property, if the real property is leased to the operator.

2. Names, ages, and addresses of persons who are or will be personally responsible for the conduct and management of the operation;

3. A recent photograph and complete set of fingerprints of all persons listed in subsection A1 and A2 of this section;

4. Names and addresses of every other business in which the applicant has any financial interest, including the type of such business and the nature of the applicant's interest;

5. Names and addresses of all employers of the applicant in the preceding five (5) years.

6. All the applicant's addresses for the preceding five (5) years.

7. A list of all prior convictions of the applicant for any crime, excluding minor traffic violations, which list shall include a statement of the offense, the place of its occurrence, the date of its occurrence and the disposition of the case;

B. Filing; Investigation:

1. Filing; Fee: All license applications under the provisions of this chapter shall be filed with the city clerk, along with a nonrefundable investigation fee. The city clerk shall place the application on the agenda of the council's regularly scheduled meeting at the earliest possible date.

2. Investigation: Upon presentation of any license application to the city clerk, the city clerk shall make an examination of the financial statement and financial background of the applicant. The city clerk shall refer the balance of such application to the county sheriff for investigation. The sheriff shall conduct a full investigation of all information contained in the license application, which investigation shall include, but shall not be limited to the following:

a. Criminal Record: A complete check of all records of the federal bureau of investigation and any other similar organization concerning the criminal record of any applicant.

b. Personal Interview: A personal interview with each applicant.

c. Interview Of Employers/Business Associates: An interview, either personal or by mail, with all employers of the applicant and business associates of the applicant, as shown in the license application.

d. Other Investigation: Any other investigation reasonably deemed necessary or useful by the sheriff.


3. Sheriff's Report To Council: Within thirty (30) days after any application is referred by the city clerk to the sheriff, the sheriff shall report the results of his investigation in writing to the council, which report shall include, but shall not be limited to the following:

a. Results Of Investigation: A complete statement of the results of the investigations undertaken.

b. Errors And Omissions: A list of any errors or omissions found to exist in the application.

c. Evaluation: An evaluation of the personal background of the applicant.

4. Council Action: Within thirty (30) days after receiving the sheriff's report, the council may:

a. Require Additional Investigation: Refer the application back to the sheriff for additional investigation.

b. Require Interview: Require a personal interview with the applicant.

c. Require Additional Information: Require the applicant to submit additional information relative to his application.

d. Grant/Refuse Application: Grant or refuse to grant a license under the provisions of this chapter.

5. Grounds For Refusal: The city council may refuse to grant a license to any applicant:

a. Who has been convicted of any felony.

b. Who is financially insolvent or is inadequately financed.

c. Who has a history of financial instability.


d. Who has wilfully omitted or incorrectly stated any material fact in his application.

e. Who has any financial interest in, or connection with, any business which is illegal where such business is located.

f. Whose license under the provisions of this chapter would be contrary to the health, welfare, or safety of the city or its residents.

g. When the proposed establishment is not in the correct zoning.

6. Time Allowed To Cure Defects: Upon denying any application for a license under the provisions of this chapter, the applicant shall have thirty (30) days within which to cure any defect in the application, and such application may be again submitted to the council for consideration, as herein provided, within thirty (30) days after denial.

7. Time Restriction For Council Action: The council shall grant or refuse to grant a license within ninety (90) days after the presentation of any application of the council. (Prior Code § 10A-7)

If you want to have even a chance of getting high end customers you need to be somewhere like Pahrump, which is about as close as you can be to Las Vegas with a legal brothel.

Ely isn't a bad town, but it's in the middle of absolute nowhere and it's deader than disco. Only reason you would go that way is if you're heading for Yosemite or trying to avoid I15 for some reason.
 
Russ is the guy who applied for a business license in SLC, received it, then immediately started "hyping" all over social media that he was opening a massive marble-columned Greek Parthenon brothel in downtown SLC, and then cried discrimination when the city said that's not what a business license does and immediately canceled it.

I have my doubts about his following procedure correctly.

I imagine his adversary Jeff of JW Electric (a specialist mining electrician contractor) has zero intention or interest in opening a brothel. Seems like a perfect setup to get rid of the junky trailers keep the lot and the rock wall and have a perfect place to store trucks/equipment in a town with tweakers/hillfolk. Likely an easy peasy cash sale. The two brothels in town (The Big 4 and Stardust) seem to struggle as is and likely everyone involved down to the county level knows approving a 3rd would stretch everyone too thin and lead to zero licenses in the county.

Seems like Russ talked to the trust about having interest in buying Green Lantern, went out there (I think we solved the mystery trip) with little $ and no loans or pre-approvals paid for an appraisal and while he cowed around trying to get funding a local business man bought it easily off the trust. It seems the county did him a favor by telling him to get the license first if he intended to buy the property to run as a brothel.

A tour of Big 4 you can tell how slow it is just Jacob and the Madame/Bartender.. that negotiation room with the shower is for the state required dick inspection.

Sperging into these recent developments further lead me to the remaining fragments of the brothel message boards (almost all are long gone). 21orover makes it sound like NV brothels were as good as dead as of 10 or 20 years ago. The entry for the Green Latern's makes it pretty clear Ely keeps Big 4 and Stardust around due to the tax/license $ but came close to bannimg brothels at one time. But then the satellite view makes it apparent that my pet theory of JW Electric rightfully buying Green Lantern as a parking lot holds weight.

Keep in mind that entry is out of date from what I can gather it seems Big 4 and Stardust mostly stay in business and the massage parlor in front of big 4 is busiest but still light. You'd have to be a moron to want to try and open and run Green Lantern. I will give mild credit, his renderings on Green Lantern Twitter are closer to potential reality than usual for him. Simple and boxy with nice-ish fabricated appointments. I don't see how he accounts for office space/storage/privacy/or the requirement of fencing/not being visible from the road but at least it doesn't look like a palace in Dubai.
