Something else I haven't seen mentioned: the burden of proof in a civil trial is much lower than what is required to prove a criminal case and get a conviction. If his "lawyer" told him he didn't have enough to even pursue a civil case there's nothing there.

One of the things I remember watching about TCAP was that even though he cooperated with police (not like these retards), he still probably fucked up the cases by having everyone basically plead out or get five years.
