It really seems to be more crimes of convenience than need. He doesn't steal razors because he doesn't care about them, but he'll steal maps because he wants it and can easily hide them in a pocket.

It looks like that's how he got his SSDI in the first place and not his autism, though not for the reasons he thought He posted excerpts himself but was too stupid to realize the doctors literally said, "Phil has depression and anxiety and paranoia, but does not recognize these are caused by his own actions leading to the problems he claims to experience. He also claims to have DID but it seems he uses that as an excuse to avoid responsibility for his poor decisions".

I should also point out that the "We all riot" nonsense he's been playing up is one of his autistic obsessions. He is absolutely convinced that any time something happens to him he doesn't like, everyone will riot. "I guess #oaklandfearedriots if they misgendered me...."
