That goes both ways, since Hitler and other dictators also had a lot of people fighting for them who'd also be sent to Hell. If anything, human wars would just continue in Hell and be fought with whatever weapons the warring sinners could get their hands on, with everyone else either staying clear of them or exploiting the conflicts to their advantage.I'd imagine most dictators would have a ton of people with a grudge against them. Imagine Hitler being faced down by any group of people who died because he started the war. You have Poles, Frenchman, Russians, Jews and more who would want to kick his ass and almost none of the resources of third Reich.
Now that I think about it, a sudden surge in Hell's population due to mass casualty events like war and the ramifications thereof would've been pretty interesting to explore in the hands of a more competent writer, considering that objects like the Grimoire and demons like succubi can travel to Earth.
Just imagine the politics of demons exploiting the exterminations by causing mass death on Earth through their deals with powerful humans. The sudden flood of sinners would trigger the exterminations early, destabilizing Hell enough for the new overlords to fill the power vacuum.
