It makes sense when you realize that nobody is in charge, there are multiple factions who all hate eachother within the admin, and Biden is increasingly senile. I am personally on camp "Biden had a senile moment and decided to defend himself personally" to the absolute horror of everybody involved. This hurts every faction, nobody agreed to this. Absolutely nobody. This was not planned.
