Why does he have a Mexican lawyer? That's not going to help him with his American legal problems. Is he already dealing with legal problems in Mexico too?
Ralph doesn't know Spanish. The person could literally say anything to Senor Ralph and Ralph just fills in the blanks.

It's probably the 12 year old kid of the Torta waitress, sent to case out Ralph to see what they can steal from him.
 
The only reasons I could see Ralph talking to a lawyer is

1) the guntmobile that isn't legally his because he hasn't paid it off that he smuggled.

It’s just pathetic Ralph role playing HST again. Thompson wrote a lot of his material with his Latin lawyer, Dr Gonzo, by his side and Ralph just decided he needed a side kick too. Since he has no side kick, or friends, he’s just decided to call every Mexican man, that he has to pay for anything non-food service related, his lawyer online.

Ralph is terminally alone in Mexico. All his personal and social interactions are strictly commercial in nature, but if the people’s he’s paying are the least bit civil or friendly Ralph thinks he’s got a new BFF.

He's definitely had to deal with keeping his truck somewhat legal and he's trying to get some path to permanent residency down there. Why the fuck he'd be paying lawyer rates to fix his plumbing? IDK.

Water tank on roof? Is he not connected to a water system and sewage infrastructure?
I've only seen those in places where a city's water system hasn't reached yet.

And people don't drink the water from where? The tank? The water system?
If it's the water system, is it poisoned or what? In my parts, the tap water can be safely drinked, but most people don't, because the chlorination gives the water a certain taste. Is that the same for him?

It's mexico the entire thing is a shithole. There is literal sewage in the tap water. You cannot drink it or brush your teeth with it. And if you need water for cooking or whatever you have to boil the shit out of it.

The infrastructure incl plumbing is terrible. The norm in Mexico is to wipe their ass and put the shitty buttrags in a bucket; you can't flush toilet paper. When these beaners come to the US, many of them keep the same habits and do not flush their shitty toilet paper it's vile.
