Safe to say Doki won in the moral department. That statement broke any hope or any ounce of credibility Niji had left. She could've scorched earth and people would rally behind her. Elira, Vox, and Ike would have a very hard time coming back from this

I think regardless of cultural context, Niji still looks bad.
If you want a Western branch then you should hire people who understand that the culture isn't like Japan's ( and that's qualified)

Could be her being genuine in wanting people to be better. Could be her lawyer telling her to say it so she has documented deniability for the shit Nijisanji and its talent are getting deservedly thrown at them.
She writes that, and I believe truly wishes for it, because she's naïve, and she thinks if everyone just stops now, that things will change for the better and we won't see a threepeat. What if the next one to snap under the bullying isn't as strong as Sayu, or has less of a support network than Doki, and succeeds in committing suicide?

Simple, she doesn't want others to go through similar bullying/harassment. Even then, it's better since then it's harder to say Doki incited bullying from fans when she was against it. The company drove her to this more so than the talents. The last thing she wants is to send hate to anyone caught in the crossfire just by still being in/supporting the company. Besides, why twist the knife when Anycolor's gonna fall back onto it soon enough.

I don't think she's Machiavellian enough to consider all the angles of this, but I do believe this is a good move from a PR standpoint.
Going scorched earth on Niji would be making an offensive move, which she's refrained from so far and it's worked out well for her. It would also put "blood" on Doki's hands in regards to anything that happened to the livers involved. It's hard to play the victim of social bullying while also calling for people to be bullied.
However, mentioning that she tried not once, but twice, will also rile up people who genuinely want to go after Niji, and those people probably wouldn't be stopped by anything Doki says.
So it simultaneously rids Doki of any responsibility while also empowering those who want to go after Niji. Remember, Niji put themselves in this hole because they tried to ruin her, when they should've stayed peaceful and silent. She shouldn't make the same mistake.
