Do you have a source for this? I tried looking this up and I cant find anything that matches what your definition. The laws on it I can find dont list "they responded to me" as a defense for harassment.Nope. By definition, if he replies he is "having a conversation" and is not being "harassed."
The definition you gave doesnt make any sense. It would make it prosecution of harassment almost impossible, since most people would probably tell someone bothering them to fuck off at least once. Being harassed and having a conversation arent mutally exclusive states. A few articles I found even suggest you to tell the person that they are breaking the law and to stop contacting you (which is what pat does). Since it helps legally to show that you don't want the person to contact you.
